Ghost workers

A Ghost worker  is anyone who holds two or more jobs and, may only go to work, if at all, once or twice a month.  Who are they?  Phantom civil servants, shopkeepers, restaurant owners, NGOs, the guy that fixes leaky roofs ….  Because salaries are low, between $100 – 200 a month, ghost workers will generally look for more 'lucrative' jobs either in the private sector, with an NGO that pays more money, and more.  This is in order to survive today’s growing economy in Cambodia.
